I live in Precinct #4154935421, which covers the part of Berthoud north of Mountain and south of CR10, in Larimer County, Colorado.

the 4 means 4th congressional district
the 15 means 15th state senate district
the 49 means 49th state representative district
It is these districts which the legislature has the responsibility to define. The judiciary has recently tried to usurp this power.
